Memorandum of Support A8107 (Titone)

The Middle Class Action Project, which is fighting to protect and resuscitate the American middle class decimated by more than 30 years of outsourcing of good-paying manufacturing jobs, is proud to support NYS Assembly bill A8107 sponsored by Assemblyman Matt Titone.
This bill would require at least one public hearing before any NYS public authority is able to procure materials abroad for capital projects valued at over $100,000.
We feel this bill is particularly important in light of the MTA’s decision to outsource the refurbishment of the Verrazano Narrows Bridge and the Staten Island Expressway to Chinese companies. The MTA’s decision, which we would have objected to at any time, is especially unconscionable given this country’s sustained high unemployment since the 2008 financial crisis.
The people of New York State should have an opportunity to express their views about whether they want their tax and toll monies sent overseas, often to dictatorial regimes that abuse their own workers, or spent at home to provide American workers the good-paying jobs that enable them to stay in the middle class and grow our economy. Matt Titone’s bill A8107 will give them that chance.

AN ACT to amend the public authorities law, in relation to requiring
public hearings where procurements valued over one hundred thousand
dollars are made overseas
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM BLY, DO ENACT AS FOLLOWS:
Section 1. Article 1 of the public authorities law is amended by adding a new title 3 to read as follows:
SECTION 9. PUBLIC HEARINGS.
S 9. PUBLIC HEARINGS. A PUBLIC AUTHORITY CREATED BY OR EXISTING UNDER
THIS CHAPTER OR ANY OTHER LAW OF THE STATE OF NEW YORK SHALL HOLD AT
LEAST ONE PUBLIC HEARING PRIOR TO PROCURING MATERIALS OVERSEAS VALUED
OVER ONE HUNDRED THOUSAND DOLLARS FOR CAPITAL PROJECTS.
S 2. This act shall take effect on the thirtieth day after it shall
have become a law.
